RF267ABBP Samsung Ref slow water

Ok, I have checked all the water lines, changed the water filter and still when I go to get a cup of water from the dispensor, it starts off fine, however immediately it slows down to a trickle. Have ran for the 5 min to clear all air and still does the same thing over and over again. The ice maker makes ice, however not as fast as I would like it to. Could this be a water valve problem?

Yes.

What kind of an shut off valve do you have?...a self piercing one, drill type?
Is there a bypass for the filter to try as a test?
