Ice maker problems

Kenmore cold spot
Mod:106.78202891
Ice maker will not fill up. I did the suggestions on the FAQ page
No iced up elbow
Ran a test cord to fill valve and it worked fine
Icemaker will cycle but no voltage to fill valve when ice maker cycles
I assume new ice maker?
