GE dryer drum shaft washers

I'm reinstalling the drum in a 20+ year-old GE electric dryer, and there are 2 washers that go between the drum and bearing assembly. Which washer goes where? One is thick steel, the other thin and flexible and probably not metal. Which one goes near the drum and which one towards the bearing assembly?

If it helps, model # is DDE8200GDL.

#539 is normally the metal washer, #540 is the fiber washer.
