dryer on pedestal taking long time to heat

Newer type GE dryer on pedestal. Owner says it takes a long time to dry the clothes. They were told it needed cleaning out. I would normally say clean the vent and dryer. I would start with the vent. That being said, I have no experience with the newer type dryers. What are other possible culprits in a situation like this?

For 50 bucks, if the fix is simple, I want this thing.

The electronics kinda spook me.

Q: Dryer takes too long to dry or multiple times to dry a load.
A1: Pull the dryer out away from the wall. Unhook the vent from the dryer completely. Do not put anything over the dryer exhaust on the back of the dryer. Do a normal load with the vent unhooked. If it dries better or ok like this then the problem is in the dryer venting. Like a blocked vent pipe or a smashed or restricted vent hose.
A2: If the vent doesn't make a difference, then check the blower wheel for excessive lint build up, check that there isn't anything stuck to the air intake baffle inside the drum, (i.e. the screen on the back wall of the dryer when looking into the drum). Check the lint filter chute for blockage. Check that the heating element isn't shorted to ground (http://www.applianceaid.com/grounded-elements-on-electric-dryers.php). Check the exhaust temperature of the dryer. A meat thermometer or pocket thermometer can be used for this. It should cycle approx between 120 degrees and 160 degrees ( without clothes ). Check that the drum seals are not worn out.

The 3rd and the 4th in the pic on that link would be close, I guess, except this one sits on a pedestal. I have one similar to the one I am looking at, but it is a Samsung. I guess these are not that much different than the regular ones we have worked with for so long. Like I said, the electronics spook me a little.

Heheh, I had told the lady I would be interersted in this dryer if it ran and heated, and I could see it run. Her response was yes it ran and heated, but her husband said the cord became :detached", it was at the other house, she could go get it, blah, blah.
Never did get (yet) a straight answer as to whether I could see it run. Like I'm going to go 70 miles one way to buy a maybe.
