Dishes are not coming clean. I have cleaned out debris to no avail. Soap residue is on everything after a full cycle.

Recently I had to replace the control panel. Could this be an issue?:(

Is it really soap? Washes right off? Is the d/w filling through the entire cycle?.....might be a good idea to baby sit a cycle or two and makes sure each fill is actually working.
