Kenmore model 11024422300 will not rinse or spin

My Kenmore Model 11024422300 will only fill with hot water on one cycle. It' won't fill with warm or cold and once it gets to Rinse, it just hangs up. I can't move the timer forward to engage, rather, I have to go back to the wash cycle to refill for rinsing and spinning.

Is this a timer issue or a fill valve issue?

Any help will be most appreciated.

Definetly check the fill valve as the best place to start...
